I tried the fix 1 and 2 and it still did not work. Use the system wide search (as explained by this article), which will also return any relevant apps as part of the search results. The search bar says it is searching 'everywhere' but 'everywhere' is not configurable and doesn't even contain simple features, files, or programs.
