When I checked the windows update icon, it told me ALL updates had been installed !I was astonished !The time indicated for the download and installation consumed 12 1/2 hours !Evidently Have installed win7 many a time but this time I was stumped. Click on the RUN at the top, then Right Click on it, and select PASTE; 16. If for some reason you need to recover the current install of Windows, I would recommend contacting Microsoft or to restore from a backup.

In the picture link I've included I decided to just try and install a few updates rather than the full amount, and it's still insisted on saying 0% downloaded for half I have installed it and went ahead and installed the update agent from the link as well. It did still use a bit of CPU but it wasn't the wuauserv.exe process...it was (I think) TrustedInstaller.exe and makecab.exe so at least it appeared something was happening.
It seems the update system and lack of updates was to blame... Choose the one that is for your machine -- 32 bit (X86) or 64 bit (X64). I had this problem and related ones (could not download anything from the store etc) and it seem all related to the Windows firewall settings. Thanks for the help.
