But how can you run a program when you cant even start the operating system right? Had recently installed some updates and a new video driver, which was a total red herring because I spent time trying to undo those changes. I only implemented this suggestion about 30 minutes ago, but I've restarted my machine multiple times so I'm pretty sure this is a solid fix action. I lost my disk so I had to get my serial number off in safe mode, then download a windowsxp iso again on another computer (lucky I have a laptop!).

If you do not have the system restore points, try startup repair. this page Symptoms : Computer turns on like normal, i see the windows 7 bootloading screen like normal, and then when it gets to the welcome screen, all i see is the mouse before I upgrding with windows xp I disable the system restore.
