It's actually Windows 10 trying to make things look ‘better' for you on your screen. I highly doubt it's a hardware bug. The patch KB979440 wasn't available in the list of installed updates, so I can't uninstall it. I disabled the CSS and it becomes SHARP!!! Ditto for the Quick access bar. If you think this has anything to do with the app version you're running, think again.
