Though this problem has been greatly reduced after more recent updates. Go into Start > Control Panel > Remove a Program and uninstall all programs for the video card. I've reset the BIOS (use optimized defaults) and I'm going to try the repair install now. this page I reinstalled windows on the same partition earlier, so I don't think they're on the computer.

Silly me. GPU boot issues haven't really been a issue on anything since .... That's important, if the bios/uefi aren't set to detect the right video card, Windows won't either. Two other possible solutions you could try: 1- run a Repair Install to try and correct the driver errors.
